Description: This article is about people that like to stay well informed about the situations that occur near where they live.  The way that these people stay informed is through using police radios and listening to the police scanners.  They find that it helps them stay better informed because they hear the police reports directly.  The police stations have started to encrypt their scanners which makes it so that the residents aren't able to interpret the messages.  Their (the police dept.) feeling is that civilians shouldn't be listening to police reports.
Problem Description: Citizens in South Florida are listening in on police reports to stay better informed but the police departments encrypt the messages so that they can't listen in.
